Implementation of User generated Video Creation function into webiste

We require an individual to assist with implementing a cloud based basic video creation functionality within an EC2 environment. e.g. openshot, or a similar reliable cloud based video editor - or a self coded reliable ffmpeg solution. The process requires automation from the point of a user order, to the point of receipt, with each order following a set structure - so no need for user editing capability - the video creation can take place behind the scenes. The completed video then requires export to Vimeo to be sent to the user. This is a 'very' brief overview.
