Website needed for people who need to find builders.

Hi everyone, I need a website for people who want a new kitchen or bathroom installed. Basically the customer will post a picture of their current kitchen/bathroom and then a picture of how they would like it to look. The builders will then bid a certain amount for the project and the customer can talk to the builder and accept their proposal or not. The website will charge the builder a fixed monthly fee. The builder can buy bids for projects. The customer can also put a deposit down in an escrow maybe but I'm not sure how this will work? I need someone who knows what they are doing. The customer will be able to post their jobs and the builders will bid on them. SOrt of similar to how PPH works. Please advise how you can help, please don't just reply with a generic reply.
