Electronic design for essentially a voltage tester DC, power AC, 868mhz transceiver

Electronic design of what is essentially a battery tester for a UPS with an AC power supply, AC basic monitoring and 868mhz (or zigbee) transceiver with a mesh network. The first part of the project is creating the tester. There are some space constraints The second part is creating a controller the controller should be able to connect to the internet via a GSM module or Ethernet, it then will talk to the tester (and multiple testers) to configure them and report back. The third part is a web based portal - this is to receive alerts about lost comms, faulty equipment, or end of life. The portal must also configure the testers which things like location, names etc. The portal must also be able to operate the tester i.e. Open and close relays. The portal must consist of the following: Users - monitoring, operating, super admins. Super admins can allocate any user or operator access to any tester or cluster of testers. Monitoring users can see their allocated testers on a map and then each tester or cluster of testers status Operators will be the same as monitoring however will be able to configure and operate relays etc. Notifications - a super user can allocate any user a tester or cluster of testers notifications for faults, loss of comms etc. Notifications are to be emailed to a user, then emails should be sent every 7 days until a fault has been cleared The portal should also be able to remotely update software in the testers and the controller in order to add features etc. The portal should allow a user to download reports of tests in a cluster or individually. The portal should also be easily branded. The controller should have a simple interface possibly via wifi, USB or Bluetooth to be able to set up a SIM card, IP address etc. The set up should be able to be completed on a laptop or preferably a smart phone but not essential if USB will work. This job is only available to people in the UK, or EU within 1 hours drive of an airport that serves the UK as we will need to meet up to discuss all aspects of the development.
