Remove all Hebrew diacritics but two specific ones

General information for the business: Hebrew-English translation Kind of development: Customization of existing program Num. of modules: 1 Description of every module: We need an app (online or desktop-based) that will strip dotted Hebrew text of all niqud, except for holam malé (וֹ)and shuruq (וּ). There are online services that strip all niqud, but we need to retain those two. Description of requirements/functionality: Convert something like this: א וַיְהִי כִּי-הֵחֵל הָאָדָם, לָרֹב עַל-פְּנֵי הָאֲדָמָה; וּבָנוֹת, יֻלְּדוּ לָהֶם. ב וַיִּרְאוּ בְנֵי-הָאֱלֹהִים אֶת-בְּנוֹת הָאָדָם, כִּי טֹבֹת הֵנָּה; וַיִּקְחוּ לָהֶם נָשִׁים, מִכֹּל אֲשֶׁר בָּחָרוּ. ג וַיֹּאמֶר יְהוָה, לֹא-יָדוֹן רוּחִי בָאָדָם לְעֹלָם, בְּשַׁגַּם, הוּא בָשָׂר; וְהָיוּ יָמָיו, מֵאָה וְעֶשְׂרִים שָׁנָה. to this: א ויהי כי-החל האדם, לרב על-פני האדמה; וּבנוֹת, ילדוּ להם.  ב ויראוּ בני-האלהים את-בנוֹת האדם, כי טבת הנה; ויקחו להם נשים, מכל אשר בחרוּ.  ג ויאמר יהוה, לא-ידוּן רוּחי באדם לעלם, בשגם, הוּא בשר; והיוּ ימיו, מאה ועשרים שנה. OS requirements: Mac OS Extra notes: We need an app, not someone to do this manually, because there is a huge amount of text involved. Responders must be able to show me an app, or macro of theirs that does something similar, or at the very least describe their approach in general terms (e.g. what platform they will use, and how they will identify the Hebrew niqud characters).
