Connecting an existing iOS and Android app to PayPal.

The app is a messaging app for retail stores that delivers the stores text message to customers when they are near the store. App is complete but the existing developer is having some trouble connecting the app to paypal. Description of requirements/features: What I’m trying to accomplish with PayPal is merchants subscribe to service using PayPal subscription. They are able to send messages when subription is active but cannot when subscription is canceled.
